Key Details

  1. The Resident Services Committee are recruiting up to 3 resident committee members.
  2. This is a sub-committee of the Board that operates at a governance level.
  3. The RSC meets 4 times a year, however resident committee members may engage in a wide range of activities that support the work of this committee.
  4. Resident committee members will be remunerated to the value of £1500 per year for their involvement in this activity.
  5. Resident committee members will be working alongside our Board members to discuss key decisions.

The members on this committee are responsible for ensuring the ‘Resident Voice’ is heard when strategic and operational matters are considered. In comparison to our other involvement activities/panel, this is the highest form of influence a resident can have without being a resident board member.

1)    What is the purpose of the RSC?

The Resident Services Committee is a sub-committee of the Board whose purpose is to ensure the resident voice is heard when strategic and operational matters which may affect tenants, shared owners, leaseholders (together referred to as ‘residents’) and other members of the community are considered by the Board and its committees.

It enables the Board to be accountable to residents for Eastend Homes performance and decisions it has taken and contributes to an effective co-regulatory relationship between Eastend Homes and its residents.

 

2)    What is the role of a co-opted resident committee member?

Please see Role Description for more details. Provided below is a general overview of what is expected of all members on the RSC.

All members will

  1. work co-operatively and constructively as part of a team.
  2. attend induction, training and performance review sessions and other such sessions or events as are reasonably required by the Eastend Homes
  3. attend and participate in all performance reviews related to your individual performance as a Committee Member and the performance of the Committee as a whole.
  4. make recommendations to the Board in respect of those resident-facing and community-facing policies and strategies reserved to the Board for approval.
  5. make recommendations to the Board relating to Regulator of Social Housing and Housing Ombudsman guidance.
  6. providing feedback to the Board or Executive Team, in respect of proposed changes to service delivery, property standards and similar changes which will have a significant impact on residents or Eastend Homes community activities. 

 

3)    What does the recruitment process look like? 

  1. Recruitment to the Resident Services Committee will be undertaken by the Governance Team in Eastend Homes.  
  2. Residents will be asked to complete an application process, along with providing their CV.
  3. Any applicants considered for appointment, must not be in a current legal dispute with Eastend Homes. This may include any legal cases involving dis-repair, eviction or Anti-Social Behaviour. We believe this to be a conflict of interest, so applicants will need to wait until a formal decision on their legal dispute has been reached and then they can reapply when we recruit for a vacant position.
  4. Any applicants considered for appointment must not be in breach of their tenancy/lease agreement. We believe this to be a conflict of interest, so applicants will need to wait until their breach is resolved and then they can reapply when we recruit for a vacant position.
  5. We ask all applicants to declare anything that may cause a conflict of interest by being on this committee.
  6. All shortlisted applicants will go through an interview process.
  7. This opportunity is open to all residents who are above the age of 18 and named on the tenancy agreement or are a leaseholder of Eastend Homes.
  8. Resident who sit on our core resident involvement activities such as the Resident Scrutiny Panel or Estate Management Boards must agree to end their position on these panels/involvement activities before starting their role as a resident committee member. This is to avoid any conflict of interest and maintain a level of confidentially with information being discussed or shared at the RSC meeting.

 

4)    What happens if I’m successful? 

  1. You will be appointed a resident committee member for 1 year. All residents will be required to sign a Resident Services Committee Members Services Agreement.
  2. Applicants will be informed by letter or email to let them know if they were successful or not.
  3. New members will be asked to confirm acceptance of the appointment and the conditions applying within the services agreement.
  4. All new members will undertake an induction, and any training and development needs will be assessed to support residents in their role.
  5. Here are the dates for the next four RSC meetings, all meeting take place between 5pm-7pm:
    1. Tuesday 13th May 2025
    2. Wednesday 3rd September 2025
    3. Monday 17th November 2025
    4. Tuesday 17th February 2026
    5. Meetings are usually scheduled 1-2 years in advance.

 

5)    What is the remuneration I get for being on the Resident Services Committee? 

  1. All resident committee members will be remunerated £1500 per year.
  2. Remuneration will be subject to meeting responsibilities set out in the services agreement.
  3. It should be noted that this remuneration payment may affect your state benefits and tax obligations. This is something that should be considered by residents as this will be your responsibility to resolve with the relevant authorities
