Manchester Estate, Island Gardens

The future of Manchester estate

On 20 January and 3 June 2026 we held consultation meetings about the future of the Manchester Estate in Island Gardens.

As a responsible landlord, it’s our duty to make sure your homes meet modern standards and are fit for the future. We’re committed to consulting with you to find the right solution for the tenants and homeowners of the Manchester Road estate.

On 3 June 2026, we held a further in-person consultation event, in addition to the one in January. The aim was to gather more views of residents about options for the future of the estate. We also knocked on residents’ doors and sent letters to landlords who own homes but don’t live on the estate.

So far, we have engaged with approximately 45% of the 128 households. Of those, 72% favoured demolition and new build, 21% favoured investment in the existing buildings and 7% wanted more information on cost before expressing a view. Those seeking more information were leaseholders.

Board discussion in September

As a not-for-profit housing association, we reinvest all our money back into improving existing homes and building new ones alongside supporting the health and wellbeing of residents. These are our main considerations for exploring the demolition and new build option. We approached our September Board to review the outcome of the consultation and agree a way forward.

The Board agreed that while the consultation was worthwhile to kick-start conversations, it should not be treated as residents’ approval of demolition and new build. This is because it is not a formal, independent ballot. For demolition and new build to continue, an independently run ballot of residents needs to take place.

We would also need to work on the following:

  • Confirmation of funding available to continue to progress the direction that residents prefer.
  • The offer for tenants and leaseholders.
  • The overall design and layout of the new development. This would give residents a better understanding of the proposals and help the planning application process further down the line.
  • The types, number and sizes of homes proposed.
  • The timing and order in which people would move into their new home if they decide to stay on the estate.

To reiterate, no decision about the future of Manchester Road will be made without an independent resident ballot. We promise to keep you informed and support you in making sure you are able to access the ballot and give your views.

Next steps

The next decision that our Board will make is about whether we invest money to achieve what is needed so that we could continue with the demolition and new build option. (This investment covers what we have listed in the bullet points above). We expect this decision to be made by December this year.

We’re very sorry we’re not able to give you a final decision at this stage, but we must make sure that we are giving all residents the chance to have their say. We also need to provide as much information as possible to help with your decision-making.
